Why a barge?

This is a poor misleading question. Per rule 24e a vessel being towed would require sidelights and a stern light.

The key to this one is in the fact that a vessel being towed does not display a masthead light. Choices A and C both display masthead lights. Choice D is not correct because an anchor light could be mistaken for a masthead light. The only choice of answers that does not include a white light such as a masthead light is a barge.

Cross out the obvious wrong answers until you're left with the one that it more closely relates to.
