international only : the vessel about to be overtaken when acting in accordance with Rule 9(e)(i)SHALL indicate her agreement by the following signal on her whistle
-one prolonged,one short, one prolonged, and one short blast, in that order.

the answer should be "C" not "A"

The vessels are NOT operating in a narrow channel. Vessel B is indicating what action is being taken vessel A does not need to respond. If they were in a narrow channel vessel B would have signaled with two prolonged followed with two short blasts then vessel A would acknowledge with -one prolonged,one short, one prolonged, and one short blast.

There is nothing in the question to indicate that this is an overtaking situation. Vessel "B" does not sound an overtaking signal. Even if she had, Rule 9(e)(i) applies. Under that rule, a vessel being overtaken in a narrow channel or fairway is required to acknowledge an overtaking signal only when the overtaken vessel has to take action to enable safe passage. In the example in the question, if vessel "B" intends to overtake vessel "A", which again is not indicated by the question, the vessels are neither in a narrow channel or fairway, nor from the question can it be determined that vessel "A" is required to take action to enable safe passage. Vessel "B" does not sound an overtaking signal here, it sounds a signal indicating that she is turning to port. Vessel "A" does not sound any signal in response.

I agree with Croninsan and TJ, but the diagram IS misleading. The question should state clearly that these are two vessels operating on the high seas to remove any ambiguity.

The overtaking signals that start with two prolonged blasts are only sounded in international waters in a narrow channel when overtaking Such that the overtaken vessel has to get out of the way for the other vessel to do the overtaking ... rare instance!

Remember, international signals are signals of action vice intent. Since the vessel being overtaken is not taking any action he is not going to give a signal as he is holding course and speed.
