<international only> rule 34 one short blast means "I am altering my course to STBD"

doesn’t one short blast also mean “I intend to leave you to port”?

"I am altering my course to STBD", and "I intend to leave you on my PORT side" both have you going in the same direction, STBD. Like FISHER801 said, the key is international vs inland.
