But more importantly Rule 35 states, "(c) A vessel not under command; a vessel restricted in her ability to maneuver, whether underway or at anchor; a sailing vessel; a vessel engaged in fishing, whether underway or at anchor; and a vessel engaged in towing or pushing another vessel shall, instead of the signals prescribed in paragraphs (a) or (b) of this Rule, sound at intervals of not more than 2 minutes, three blasts in succession, namely, one prolonged followed by two short blasts."

FPLOPEZ58 A dredge can show RAM lights and be anchored but it will not show anchor lights only RAM lights. So it will only sound RAM signals.

I was thinking 5 sec of the bell because she is at anchor. However RAM is "due to the nature of her work", so she is not only at anchor. same with a vessel fishing, she can be fishing and at anchor.
