how is this possible? RAM is anchored. She's no longer underway. She has to go to bells.

Bill528, for one, that signal is optional. (I agree the question does not asked for the required, but the JO's don't know any better). But more importantly Rule 35 states, "(c) A vessel not under command; a vessel restricted in her ability to maneuver, whether underway or at anchor; a sailing vessel; a vessel engaged in fishing, whether underway or at anchor; and a vessel engaged in towing or pushing another vessel shall, instead of the signals prescribed in paragraphs (a) or (b) of this Rule, sound at intervals of not more than 2 minutes, three blasts in succession, namely, one prolonged followed by two short blasts."

FPLOPEZ58 A dredge can show RAM lights and be anchored but it will not show anchor lights only RAM lights. So it will only sound RAM signals.

I was thinking 5 sec of the bell because she is at anchor. However RAM is "due to the nature of her work", so she is not only at anchor. same with a vessel fishing, she can be fishing and at anchor.
