you are wrong look at pg45 there is even a picture. (INLAND) Pushing ahead or towing alongside not part of a composite unit SHALL exhibited a special flashing light

Rule 24 (f)(ii), not (f)(iii). Note that the question specified a single vessel being towed alongside, whereas Rule 24 (f)(iii) is for vessels (more than one) being towed along both sides of the towing vessel.
Yup, towed vessel has flashing not vessel being towed.
Sorry, towing has flashing.
