Inland

(iii) when vessels are towed alongside on both sides of the towing vessel a sternlight shall be exhibited on the stern of the outboard vessel on each side of the towing vessel, and a single set of sidelights as far forward and as far outboard as is practicable, and a single special flashing light;

Rule 24 (f)(ii), not (f)(iii). Note that the question specified a single vessel being towed alongside, whereas Rule 24 (f)(iii) is for vessels (more than one) being towed along both sides of the towing vessel.

Yup, towed vessel has flashing not vessel being towed.
Ma Markaroach · May 3, 2019
Sorry, towing has flashing.
