1. A hold an Able Seaman certificate and be designated as the person in charge of the rig
2. B hold a license as Offshore Installation Manager and be held as the person in charge of the rig
3. C be certified by an approved classification society and be designated as the person in charge of the rig
4. D be certified by the Minerals Management Service and be designated as the person in charge of the rig
