1. A Vessel "A" must keep out of the way of vessel "B" because "B" is to port.
2. B Vessel "A" must keep out of the way of vessel "B" because "B" is fishing.
3. C Vessel "B" must keep out of the way of vessel "A" because "A" is to starboard.
4. D In this case, both vessels are required by the Rules to keep clear of each other.
