1. A Vessels may handle Class 1 explosives while bunkering without any approval as long as the hatches are open
2. B Vessels containing Class 1 explosives may not take on bunkers at any time without approval by the COTP
3. C Vessels may not handle Class 1 explosives while taking on fuel unless approval had been granted by the COTP
4. D Vessels handling Class 1 explosives may bunker during daylight only without any approval from the COTP
