1. A hold an endorsement as Offshore Installation Manager and be held as the person in charge of the rig
2. B be certified by the Minerals Management Service and be designated as the person in charge of the rig
3. C be certified by an approved classification society and be designated as the person in charge of the rig
4. D hold an Able Seaman endorsement and be designated as the person in charge of the rig
