1. A send the seaman ashore and arrange with the agent to repatriate him by armed guard
2. B call local police, put the seaman in prison ashore, and sail the vessel
3. C pay off the seaman and make arrangements with the agent to return him to the original port of signing on in the U.S.
4. D put the seaman in irons and sail to the next port where there is an American Consul
