This is a stupid question. Only explanation as I understand it is that the white light is a masthead light and red is a sidelight. White over red identity lights should only be shown when piloting vessel is engaged in pilotage duty.

He is underway, so there should be sidelights. These folks should go back at look at these questions. Some are completely wrong.

Well he's not engaged in pilotage duty so should not need to show white over red identity lights. Therefore only explanation is the white is a masthead light and the other is a sidelight.
