Why is B not valid? If the length of the tow is less than 200 meters isn't it two masthead lights in a forward line?

I don't think any of the answers are correct. I have read rule 24 over and over and there is no correct answer listed.

Please explain if I am wrong.

Not clearly stated in the rules but you guys are correct except: *keep scrolling down* to Rule 24(d): A power-driven vessel to which Rule 24(a) or (c) applies shall also comply with Rule 23(a)(i) and 23(a)(ii). So in other words any vessel that is towing astern and is 50M or greater must comply with rule 23(a)(i) and 23(a)(ii).
