Rule 24 States: a vessel being towed - and a dracone, length of tow exceeds 200 meters. Your question says less that 200 meters.
This question is innacurate.

Kathi this question is referring to Rule 24(g): "An inconspicuous, partly submerged vessel or object, or combination of such vessels or objects being towed, shall exhibit:" Rule 24(g)(iv): "a diamond shape at or near the aftermost extremity of the last vessel"

Proof that one should slow down when reading the rules. I missed "if the tow exceeds 200 meters, an ADDITIONAL diamond".
