if she is a stand-on she should hold course and speed unless danger then sound five and move.

This doesn't make sense. The only time the stand on should sound one blast is in response to the give way

Stand-on vessels do not initiate sounds in crossing situations. For the matter, no vehicle initiates sounds in crossing unless there is Danger or Doubt.

if I am the stand-on vessel in a crossing situation, then the other vessel is on my port is side. She signals she is altering course to leave me to her port side, therefore I am obligated to answer either in the affirmative one short and hold course and speed or sound five shorts and hold course and speed and prepare to alter course is collision become eminent.

Rule 34 (a) says; "...each vessel underway, when maneuvering as authorized or required by these Rules:
(i) Shall indicate that maneuver by the following signals on her whistle:..."

Therefore either vessel may initiate the signal. If you don't agree, consider rule 9 (a)(ii),"...proceeding downbound with a following current shall have the right-of-way over an upbound vessel, shall propose the manner and place of passage, and shall initiate the maneuvering signals prescribed by Rule 34(a)(i) (§ 83.34(a)(i)), as appropriate." the downbound is clearly the stand on, and REQUIRED to initiate the signals.
