This makes no sense? Sound two blast whistle and maintain course? Two blasts means turning to port. I think this question is incorrect and should be maintain course and sound no signal.

Inland only uses the "I will leave you on my starboard side" as opposed to International that states "I am altering my course to Port." Inland is a sound signal of intent whereas International is a signal of action with regards to these signals.
