the light for fishing in close proximity of other fishing vessels are covered in the annex section if im not mistaken and is not the same lights as a vessel that is engaged in trawling in an area where no other fishing vessels are located.

Hauling nets is white over red. There is no net signal of red over white. Annex II 2(a)
