You sound a signal of intent prior to taking action. Down bound vessel has right away and proposes manor of passage. |

Never trust a picture. The rules state that the upbound vessel will take action to permit safe passage (give way) while the downbound shall initiate signals, have the right of way, propose the manner of passage. RULE 16- Action by Give-way Vessel: Every vessel which is directed to keep out of the way of another vessel shall, so far as possible, take early and substantial action to keep well clear. |

I agree. Based upon the diagram and question, the vessels will pass safely, and B should not take any action until/unless A does. |
