I disagree with choice (d) for this answer. IAW Rule 9(d) "A vessel shall not cross a narrow channel or fairway if such crossing impedes the passage of a vessel which can safely navigate only within the channel or fairway. The latter vessel shall use the danger signal if in doubt as to the intention of the crossing vessel." It says nothing about taking evasive maneuvers. The options could be worded better.

I think the key to this question is "so as to involve risk of collision" which brings Rule 17a(ii),b "Action by Stand-on Vessel" into play in addition to Rule 9d.

The answer can't be to do nothing. He should not be impeding you at all, but he has already violated her responsibility by crossing so as to involve risk of collision. Therefore at this point you may take action. The prudent thing would be to sound the danger signal, and also to take evasive action in the case that he doesn't do anything.
