Rule 19 applies to all vessels. The question doesn't need to specify which type because it applies to all vessels. "This rule applies to vessels not in sight of one another when navigating in or near an area of restricted visibility."

There is no need to specify a type of vessel. Rule 35 applies. Two prolonged blasts applies to a power-driven vessel underway but stopped and not making way. Three short blasts is not a signal in restricted visibility. A prolonged blast and three short blasts applies to the last manned vessel in a tow. A is the only correct answer for a vessel underway and making way.
