This question is terrible...technically a FV does not have to comply with using a TSS either if it is fishing. They can avoid using them and take the inshore route as well to fish. Very confusing and not well written.

@RAVOLI22 - No, that is not correct. The question is fine.

The key item is "To Carry Out Their Work".

Rule 3(g)
The term vessel restricted in her ability to maneuver means a vessel which from the nature of her work is restricted in her ability to maneuver as required by these Rules and is therefore unable to keep out of the way of another vessel. The term vessels restricted in their ability to maneuver shall include but not be limited to:

A vessel restricted in her ability to maneuver when engaged in an operation for the laying, servicing or picking up of a submarine cable, within a traffic separation scheme, is exempted from complying with this Rule to the extent necessary to carry out the operation.
