Rule 3. (f)
Means a vessel which THROUGH SOME EXCEPTIONAL CIRCUMSTANCE is unable to maneuver as required by these rules and is therefore unable to keep out of the way of another vessel.

What it means?
This is legal speak for "we understand **it happens" show these lights or shapes and people will get out of the way of your emergency while you get to a safe situation. Think of it as clearing the runway for a plane that has an emergency.

Isn't towing signal 1 diamond day shape? are we saying a towing vessel is a RAM?

a diamond will only be displayed if the tow exceeds 200m or the tow is partially submerged. with the vessel not being able to keep out of the way due to the nature of her work she would be RAM as per the definition.
