what if the vessel being towed has a 360 white light, not a stern light, (as in a Ski boat, etc). That makes the answer (D) incorrect. Because not all vessels have a stern light. They have a 360 white light.

If the vessel being towed ONLY has a 360 degree light then that's what it will show. See Rule 24(h) "Where from any sufficient cause it is impracticable for a vessel or object being towed to exhibit the lights or shapes prescribed in Rule 24(e) or (g), all possible measures shall be taken to light the vessel or object being towed or at least indicate the presence of such vessel or object.

As for THIS question, D is the best possible answer according to the rules.
