very poor wording. i believe the term the coast guard uses is "slow to bare steerage way"

No where do i read or have herd any one say take all the way off, if nessaary....

Rule 19 (e) closes with, "...She shall if necessary take all her way off and, in any
event, navigate with extreme caution until danger of collision is over."
