R/W/R means one thing; the W below that means something else.

Hint: If instead of showing R/W/R/W the question showed R/W/R/R or R/W/R/G the answer would be the same.

A and C are easily dismissed as incorrect. Why not D? Because D includes the phrase “but not making way”. Rule 27, (b) (iii) says “when making way”, a masthead light or lights, side lights, and a stern light are required. This only leaves choice B, which represents RAM lights over a stern light (dredge underway, seen a from astern). Although you would expect to actually see more space between the lower red RAM light and the stern lightin the real world, in the USCG question bank illustrations, a lower white light MAY be a stern light so always consider it when trying to answer questions.
