This is a poor question, both a 50M vessel with a tow less than 200M and a towing vessel less than 50M towing greater than 200M show the same lights. Also the question places the word "forward" in the title indicating that the vessel has 2 masts.

I don’t believe that’s true VoldbergJ. A towing vessel of 50M towing less than 200M would show two forward and one aft, or one forward and two aft. The one and only time you should see three “stacked” vertical white masthead lights is when a vessel has a long tow. When seen head on in a meeting situation, one forward and two aft (or vice versa) looks the same as three vertical, but from any other angle where the masthead lights are visible, especially in a crossing situation, the difference will be evident.
