This makes no sense. ALL vessels are required to have their stern and nav lights on while underway - even if not making way.

Rule 26 (b)(iii) states, "When making way through the water, ..., sidelights and a sternlight."

REMEMBER, 26 (a) states, "...whether underway or at anchor...."

One way to determine a vessel is not at anchor is the sidelights and sternlight.

Overall, I see many people complaining, instead of LOOKING UP THE ANSWER and LEARNING from the question.

Rule 26(a)(iii) states that fishing vessels only show sidelights and a stern light when making way. That eliminates answers B and D. Trawling is green over white and fishing is red over white
