I cannot find anywhere that states a non-displacement craft is considered a seaplane, or using language from rule 3 an air craft. |

Rule 3 general definitions clearly states that RAM is any vessel restricted by the nature of her work. Even thouh it states a specific definition of vessel engaged in fishing, a fishing vessel is not a RAM UNLESS it is engaged in fishing. Trick question. |
