Pls take a look at your question # 1833/1025 and explain why the answer should NOT be "A"?
Note: that was almost exact same question, except, it didn't mention Fog, and to my understanding, in this Q also Fog is NOT an issue.

Course changing signals are based on vessels being within sight of one another.
