B) is an identity signal in restricted visibility (rule 35k)

Sailorstu, according to Rule 35 (k):
(k) A pilot vessel when engaged on pilotage duty may, in addition to the signals prescribed in Rule 35(a), (b) or (g), sound an identity signal consisting of four short blasts.

That does not state that it's for inland signaling only, and is the only mention in the Navigation Rules that mentions "four short blasts."

Regardless of the "only mention" cannot a restricted visibility vessel sound the danger signal; cannot any vessel anytime necessary sound the danger signal?

MONADYNE is correct. Four short blasts is only mentioned in the rules to identify Pilot vessel. This question is misleading & poorly written, should be removed.
