Why can't a vessel CBD display two reds? Per rule 28 she MAY exhibit three reds, but isn't obliged. So what if she is suddenly NUC? Why can't she extinguish one red and be lighted as NUC?

OK, I see, she can't be CBD and NUC at the same time. Confusing question though.
