Don’t take the bait on this question! Ignore the diagram, and note that this is an INTERNATIONAL situation. What if the question just asked “what does two toots meanâ€? The answer would still be “altering course to portâ€. You are correct in that Rule 14 INTERNATIONAL says to alter course to starboard. Interesting that the INLAND version of Rule 14 says “unless otherwise agreedâ€, alter course to starboard. The bottom line is that right or wrong, in this situation in international rules, a meeting vessel sounding two toots means altering course to port.
14 (a) states "Alter course to Starboard"
