This is an incorrect question Rule 19 applies. YOu are not in sight so you cannot sound passing signals or the danger signal, and not at anchor so C is not applicable.

You can sound A, but need to maneuver per Rule 19d

This one confused me as well. The one prolonged blast is your identification signal in fog not your passing signal, which as you said you need to be "in sight" to sound. You would continue to sound the identification signal until in sight or if risk of collision exists, at which time you would slow to bare steerage and have your engines ready to maneuver and you could also sound the danger signal. You are the stand on vessel in this situation and have plenty of time for the other vessel to maneuver.

Yeah...read this one too quickly. As SARAHSTONE1984 said, they're (in a roundabout way) referencing Rule 35(a).
