This is an optional light combination allowed for sailboats underway as per Rule 25(c). She can display this at the top of her mast for added visibility AS LONG AS she is not also using a masthead tricolor. In other words - her normal running lights (red, green, and white stern light) would be at deck level. This combination (oddly enough) are all-round lights (360 degrees). It's also important to note that this light combination does not replace the normal running lights - but - is in addition to them.
