Wrong rule. Rule 34(c)(i) "Maneuvering and Warning Signals" is where you need to look. Two prolonged followed by one short for international is only used for two vessels, in a narrow channel/fairway in an overtaking situation.
The question and answer are fine as you have to recognize that the only situation this applies is in the narrow channel (D). It has nothing to do with RAM, CBD, etc.
