Rule 24 (f)i would seem to be applicable here. Why isn't it?

AGGS1970 Rule 24(f)(i) does apply to this situation due to it not being a composite unit
A is the correct answer, there is a photo on page 55
Rule 24(f): "A vessel pushed ahead, not being part of a composite unit, shall exhibit at the forward end, sidelights, and a special flashing light."
Answers B/C/D have a stern light and are therefore incorrect. That stern light would only be used if the vessel was towed alongside.

How in reality that barge is pushed without being part of composite unit? I've never seen this
