If it is "unable to maneuver" how would it be "making way"?

A vessel drifting would be considered "making way".

@ jeff if you still have speed you are making way. for example you lose control of your rudder you are still "making way" "but due to some exceptional circumstance" you can not navigate under the rule of the road so you are now red over red

A vessel adrift is considered underway , but not making way.
