This is incorrect. Rule 25(f) specifically states "...but these lights shall not be exhibited in conjunction with the combined lantern permitted by paragraph (b) of this Rule." 25(b) states that a sailing vessel [...they] may be combined in one lantern carried at or near the top of the mast.

THE PICTURE FOR THE RULE EVEN HAS SIDELIGHTS ON A SAILING VESSEL WITH RED OVER GREEN LIGHTS.

25(c) "A sailing vessel may...exhibit at or near the top of the mast, where they can best be seen, two all-round lights in a vertical line, the upper being red and the lower green, BUT THESE SHALL NOT BE EXHIBITED IN CONJUNCTION WITHT EH COMBINED LANTERN permitted by paragraph (b) of this Rule."
