rus3439 - A towing vessel must claim RAM status. Review the RAM definition in Rule 3.
Noting to do with open water, but the definition.

To whom is the RAM status claimed? Simply by way of her day shapes? Can't it be presumed that a ship with a tow is restricted in its ability to maneuver - especially when compared to an approaching sailboat?
