Rule 9 (b) A vessel of less than 20 meters in length or a sailing vessel shall not impede the passage of a vessel [ which | that ] can safely navigate only within a narrow channel or fairway.

This question would cause anyone to not understand what B is concerned about. Perhaps they need to talk by VHF radio and understand what is the problem because normally the sailboat would be the stand on vessel. There is not enough information to make a sound decision. Just because you sound the 5 sounds doesnt mean that you automatically get to become the stand on vessel. That was NEVER the intent of the danger whistle of 5 sounds. Please please have someone read over the questions before submitting them. I want to learn and am learning quite a bit on this site but there are questions that in real life would not be enough to make a decision.
