as usual within the COLREGS test, questions, like these, challange the test taker to understand and combine multiple facets of the rules.

FISHBOY96 where is the question wrong what you are stating is Rule 18 which does not specifically speak on a vessel towing. a vessel towing is not presumed to be restricted in her ability to maneuver do to having a tow it must be unable to keep out of the way of another vessel due to the nature of her work Rule 3(g) and must be flying two balls with a diamond in between during daylight hours or two red lights with a white light between at night or under Rule 19 not just because it is conducting its work tow will not suffice.
