If you are TOWING astern (correct answer A) aren't you making way?

This is a dumb question. If you’re towing you’re making way.

Some of these questions only make sense if you think of them in the way as what is the only possible answer. The other answers are clearly wrong..so towing is the only possible correct one even if it doesn't make sense.

rule 27 iii seems to contradict

You are the vessel towing. Which means you will exhibit the proper lights. Answer is A.
