Pass within 1/2 mile of each other means a risk of collision? The vessels are in a crossing situation? If both answers are no, the vessel I should hold your course and speed. Right? thanks for support...

Wouldn’t vessel 1 then slacken speed and cross behind vessel 2 ?

Yes, depending on the existing conditions (water depth, etc.) slowing and allowing the stand on vessel to pass might be a good option, although that change might not be substantial enough to be readily apparent to the stand-on vessel, so a VHF call would be appropriate. However, based on the four choices available, option C is the only one that follows all of the Rules.

Why starboard over port?
go golivi · Dec 6, 2018 9:11pm
Perhaps only because that's not a choice of answers?

Never turn to port with an approaching vessel on your port side
