I don't think you are missing anything. The wind or vessel direction have nothing to do with it. Just need to know it's a sailing vessel.
Many questions in USCG exams will introduce extraneous information. The trick is separate the relevant info from the distracting info to make the right decision.
That's tricky, but WTR has good advice. Ignore the extraneous info.
