Rule 27 a.(iii) states that a vessel NUC shall have side lights while making way, so D is incorrect.

Rule 26 b. (iii) states that a vessel trawling shall have side lights while making way, so C is incorrect.

Rule 27 d has a picture with a dredging vessel not making way with out side lights, but I can't find the associated text. This would make B incorrect.

Dredging vessels are RAM IAW Rule 3 RAM examples.

NUC, RAM, and Fishing and Trawling all only turn on their sidelights and mastheadlights (if they have them) when they are making way. Piloting vessel is not one of those and therefore has their sidelights on all the time.

If my vessel is underway at night with sidelights on and I am unable to make headway due to currents, does that make me a "Pilot Vessel"...?

never dare forget this - NUC, dredging, fishing, trawling... these aren't required to exhibit sidelights when not making way
