Rule 2(b)-Responsibility-In construing and complying with these Rules due regard shall be had to all dangers of navigation and collision and to any special circumstances, including the limitations of the vessels involved, which may make a departure from these Rules necessary to avoid immediate danger.
Additionally, Rule 6 Safe speed defines the factors in determining safe speed and specifically indicates operational radar and the maneuvering characteristics of the vessel.
The answer is D, because of all these are defined and build to Due Regard.
