Rule 35 (c) weather underway or at anchor
a vessel at anchor could still be restricted in her ability to maneuver due to the nature of her work...one prolonged followed by two short in morse code means stay clear...whats more important, notifying that your anchored or that your RAM and want them to stay clear...RAM is more important...RAM is probably dangerous work.

RAM is restricted by the nature of her WORK. If you are not working, you are not RAM. If you are not working you are simply at anchor and sound as a 200m at anchor. If you are working at anchor you are RAM and signal as such.
Why even categorize the vessel as RAM if it is not?
