Rule #5 "Look Out," states, "Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and the risk of collision." (BOTH INTERNATIONAL & INLAND). Absolutely NOWHERE does it state in ROR that you should "station a look-out as low adown and far forward as possible." This questions is very confusing and doesn't take into account the verbiage of the prescribed rule.
