The question is poorly worded The flashing light is on the vessel being pushed by "B". It is NOT on vessel "B".
It would be better if this question was worded "one of the lights on vessel "B" or its tow"
However... you can still apply a process of elimination. The question asks which lights can vessel A see. There's only one possible answer to that question. Vessel B is obligated to display the other two lights, but only in such a way that it makes it impossible for vessel A to see them.
